NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Medina County.
REQUEST FOR RELEASE OF FUNDS
On or about September 2nd, 2025 Medina County will submit a request to the Texas Department of Agriculture - Office of Rural Affairs (TDA-ORA) for the release of Texas Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, to undertake a project known as Water System Improvements CDV23-0125, for the purpose of Administrative and Engineering Fees and Services as well as replace and upsize approximately eight thousand four hundred thirty-eight (8,438 LF) of three- to six-inch diameter (3in-6in) water line including steel casing, boring, gate valves, fittings, tie-ins, related service reconnections, and all associated appurtenances. Inadequate sized residential water lines resulting in low water pressure.CR5710, CR662, and CR668. The project is in a non-critical habitat and does not involve acquisition. If funds allow, and in cooperation with East Medina County SUD, replace and upsize approximately fifteen thousand six hundred thirty-eight (15,638) of three- to six-inch diameter (3in-6in) (not 8,438 LF) water line including steel casing, boring, gate valves, fittings, tie-ins, related service reconnections, and all associated appurtenances. The proposed project will occur on CR 5710 from CR 669 to approximately 14,000 linear feet north along CR 5710 to CR 4514, on CR 662 from the CR 662 and CR 5710 intersection to approximately 1,400 linear feet west along CR 662, and on CR 668 from the CR 668 and CR 5710 intersection to approximately 1,600 linear feet east along CR 668. These improvements occur north of the City of Devine, Medina County, Texas. Medina County has been awarded $500,000.00 in grant funds and shall contribute $10,000.00 in match funds.
FINDING OF NO SIGNIFICANT IMPACT
Medina County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Medina County County Courthouse, 1300 Avenue M, Hondo, Texas 78861 and may be examined or copied weekdays from 8:00 AM to 5:00 PM. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Office of the County Judge. Comments may also be submitted via email to beverly.ham@medinatx.gov; countyjudge@medinatx.gov; jennifer.adlong@medinatx.gov.
All comments received by August 29th, 2025 will be considered by Medina County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Medina County certifies to TDA-ORA that Keith Lutz in their capacity as County Judge consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. TDA-ORA approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Medina County to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
TDA-ORA will accept objections to its release of funds and Medina County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Medina County approved by TDA-ORA (b) Medina County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by TDA-ORA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Annessa Lewis, Environmental Review Specialist of The Texas Department of Agriculture - Office of Rural Affairs, via email at CDBG_EnvReview@TexasAgriculture.gov. Potential objectors should contact TDA-ORA to verify the actual last day of the objection period.
